The Baseline – Measuring Adult Literacy. Among many initiatives in this area, Karl spearheaded the development of the nation’s first National Adult Literacy Survey (1992 NALS) while serving at the U.S. Department of Education as Director of Adult Education and Director of the President’s Adult Literacy Initiative.

Texas Standards 2.0. Haigler Enterprises principals served as project managers and key strategists for the Texas Standards 2.0 initiative. Sponsored by the Texas Workforce Commission, Standards 2.0 aligns the 2016 Texas Adult Education Literacy and Content Standards to the knowledge, skills, and abilities required for success in in-demand entry- and intermediate-level jobs. This process brought together employers and adult educators across Texas to evaluate what entry and middle skill work requires with a focus on four industry clusters:
- Advanced manufacturing
- Construction and extraction
- Healthcare sciences
- Transportation, distribution, and logistics
